[Basically, the Commonwealth used to be a conglomeration of independent provinces and the Stanish clans. Ferdy Jansiç united most of the provinces, and his son, Ferdinley Jansiç (Ferdinley the Great), completed the conquest of the provinces and the Stanish clans (now known as the Stanish Territory). Then, successive monarchs had a tougher and tougher time reigning in the nobles, resulting in the agreement that established the Commonwealth and today's current political structure. The Treaty of {} formalized relations between the aristocracy and the throne by relocating the throne's authority into the Office of the Prime. The aristocracy formed the Chamber of Counsel, and independent "advisory" body, that essentially consolidated their political power into a stronger form.
The ostensible absolute ruler of the Commonwealth is the Prime, head of the Office of the Prime. The Prime retains absolute legal authority in every aspect of governance. However, in practice this power is checked by the political pressure of the Chamber of Counsel.
Made up of various aristocrats and officials, the Chamber of Counsel exerts significant power over the Prime, as the collective political weight of all provinces and territories is significant. Additionally, the Chamber has established an extensive presence in the bureaucracy, which in large part runs the country.
Part of the Treaty of {} allowed for the establishment of permanent Offices, named similarly to the Office of the Prime. These Offices are not under the direct control of the Prime and cannot generally be abolished by him. These Offices form the complex bureaucracy of the Commonwealth.
